STATEWIDE OPEN-END CONTRACT FOR WETLAND REPLACEMENT MONITORING
NEW JERSEY DEPARTMENT OF TRANSPORTATION


This open-end contract is for long-term monitoring of all New Jersey Department of Transportation (NJDOT) wetland replacement sites constructed since 1992. The primary focus of post-construction monitoring is to provide documentation of compliance with the Section 404 permit conditions associated with each project. Because the permit conditions vary for each project, a baseline or routine level of information is collected for all sites, along with additional detailed data collection, to document specific wetland functions or goals on an as needed basis.

Field sampling includes plant community assessments, herptile assessments, and monitoring of terrapin turtle habitat. In addition, field work includes evaluation of hyrdric soil development and hydrologic inputs for both fresh water and tidal systems. Wetland mitigation sites, which identify specific functional goals, are addressed on a case-by-case basis. For each compliance-reporting period, a comparison is made between individual goals and field conditions, with consideration given to the time needed to achieve the mitigation goals.

In addition to monitoring and compliance reporting, the contract involves making recommendations on remedial actions at individual sites and development of overall recommendations regarding wetland design and construction. When remedial action is required, design plans are developed to address the site deficiencies. Monitoring reports are generated for submission to the New Jersey Department of Environmental Protection (NJDEP) in accordance with permit compliance requirements.
