OPEN-END FOR MANAGEMENT SERVICES
PENNSYLVANIA TURNPIKE COMMISSION
Under this systemwide, open-end agreement for management services,
A.D. Marble & Company is providing the Pennsylvania Turnpike
Commission (PTC) with technical review of natural resource studies
and NEPA documents for the Mon/Fayette and Southern Beltway projects.
The Mon/Fayette project involves the construction of four independent,
four-lane, limited access highways from Morgantown, West Virginia,
to Pittsburgh, Pennsylvania. The Southern Beltway projects involve
the construction of three separate, four-lane, limited access highways
totaling 71 miles in
the Pittsburgh area. This is the largest project the PTC has undertaken
since the construction of the Northeast Extension.
A.D. Marble & Company is providing management recommendations
to expedite environmental studies and preparation of NEPA documents.
Our company is also managing the natural resource studies for each
project. This involves participating in PAMHEP studies and wetland
field views, organizing special agency meetings, and reviewing all
technical data, files, and documents. The technical studies managed
by our company include wetland delineations, functional assessments,
impact analyses, mitigation site selection, aquatic invertebrate
and fish surveys, water quality analyses, farmland assessments,
threatened and endangered species surveys, and biodiversity studies.
A.D. Marble & Company, in conjunction with the PTC and its consultant,
recently developed wetland functional assessment methodology to
be used on the Southern Beltway projects. The work involved researching
other functional assessment methods used throughout the country.
The method to be used on the PTC projects is based upon the New
England Corps of Engineers Corps Descriptive Method (CDM). The CDM
was adapted by A.D. Marble & Company and the PTC, field tested,
and presented to the agencies for their approval.
These projects have a high level of visibility and complexity as
well as rigorous schedules. Consequently, A.D. Marble & Company
has worked closely with other members of the management team to
determine the effects of natural resource assessment strategies
and outcomes on other task areas of the NEPA process.
