SECTION 100: INTERSTATE 95, INTERSTATE 895(N) SPLIT
TO NORTH OF MD 43 - BALTIMORE CITY, MARYLAND


This major project in Eastern Baltimore County and Baltimore City, Maryland, proposes the widening of Interstate 95 between Interstate 895 (North) to north of MD 43 in order to increase safety, improve traffic operations, and address economic development issues in this highly congested area. Two build alternatives were analyzed during the project management phase: a General Purpose Lanes Alternate and a Managed Lanes Alternate.

As an integral part of the Section 100 team, A.D. Marble & Company led the completion of the National Environmental Policy Act (NEPA)-required Environmental Assessment (EA) and is the primary author and coordinator for the Finding of No Significant Impact (FONSI). The environmental analysis included a thorough cultural, natural, and socioeconomic environmental review of existing conditions and potential environmental effects within the Section 100 corridor.

The cultural resources survey, performed in compliance with the Section 106 review process, established an Area of Potential Effect (APE), with which the Maryland Historical Trust (MHT) concurred. All potentially historic resources in the APE were assessed for historical significance and the impact that the project may have on significant historic resources was evaluated. Ninety potentially historic resources were identified within the APE. In addition, A.D. Marble & Company completed a Phase I Archeological Survey, identifying multiple early- and mid-twentieth-century archaeological sites, none of which were eligible for the National Register of Historic Places.

A full wetland delineation of the Section 100 corridor was performed by A.D. Marble & Company per U.S. Army Corps of Engineers (USACE) and Maryland Department of the Environment guidelines. A functional assessment was performed for all systems to determine high quality areas. A.D. Marble & Company assisted with the completion of a Forest Stand Delineation and Significant Tree Survey and completed all of the noise analysis for the project, including the identification of needed noise wall locations using FHWA’s Transportation Noise Model.
